Abstract
Izbjegavanje proizvodnje otpada prvi je izbor kod zaštite okoliša. Međutim, sve što trošimo, prije ili kasnije pretvori se u otpad. Gospodarenje otpadom znači upravljati otpadom pri njegovom nastanku, prikupljanju, transportu, iskorištavanju i recikliranju sve do odlaganja, u skladu sa zakonom. Gospodariti otpadom znači smanjenje nastanka otpada, a ako on nastane njime održivo gospodariti, odnosno biorazgraditi otpad unutar otpada, izdvojiti, kompostirati i vratiti ga natrag u prirodu. Jer takav način doprinosi održivom gospodarenju otpadom. Plan gospodarenja otpadom Grada Osijeka dio je šireg EU projekta čiji cilj jesmanjiti otpadne količine koje se odlažu na odlagalištima. Novi Plan za gospodarenje otpadom je definirao 70 određenih mjera za unaprjeđenje sustava gospodarenja otpadom, kroz razvrstavanje otpada, izgradnju centara za gospodarenje, te sanaciju i zatvaranje odlagališta otpada. Kako bi se to ostvarilo Republika Hrvatska mora poticati lokalnu infrastrukturu, ponajprije izgradnjom kompostana i sortirnica. Trenutno se u Republici Hrvatskoj provode neke mjere sprječavanja nastanka otpada, ali je potrebno još više organizirati cijeli sustav i uspostaviti konkretne pokazatelje učinkovitosti mjera.
Abstract (english)
Avoiding waste production is the first choice in environmental protection. However, everything that we spend, sooner or later becomes a waste. Waste management means managing waste at its origin, collection, transport, exploitation, and recycling until disposal, in accordance with the law. Waste managment means reducing waste genaration, and if it is born it is sustainable to manage or biodegrade waste within waste, extract, compost and return it back to nature. For this way contributes to sustainable waste managment. The waste Managemen Plan of the City of Osijek is part of a wider EU project whose aim is to reduce waste quantities that are disposed of at landfills. The New Waste Management Plan has defined 70 specific measures for improving the waste managment system through waste sorting, building management centers, and remediation and sewerage closures. To achieve this, the Republic of Croatia must encourage local infrastructure, primarily by building composting and sorting. Currently, some measures to prevent waste generation are being implemented in the Republic of Croatia, but is still necessary to organize the whole system and to establish concrete indicators of the effectiveness of the measures.
